VPN usage now requires obtaining a Class License for Data.

ISLAMABAD: The Pakistan Telecommunication Authority (PTA) has resumed issuing Class Licenses for Data Services, enabling the provision of data services in Pakistan.

According to a PTA news release, VPN service providers must now obtain a Class License for Data (Data Services) to offer VPN and related services.

The announcement clarifies that the resumption of Class Licenses for Data does not apply to internet service provision. It further states that Local Loop Licensees may offer services like VPNs, but only after obtaining separate prior approval from the PTA.

This move reflects PTA’s commitment to creating a secure, transparent, and innovative digital ecosystem while protecting the interests of users and stakeholders.

This development follows the PTA’s previous decision to crack down on unregistered VPNs, citing security concerns from the government.

Initially, the PTA had set a deadline of November 30 for VPN registration but later chose not to block unregistered VPNs after the deadline, suggesting an extension of the registration period.

The Ministry of Interior had previously planned to begin shutting down all unregistered VPNs by mid-November but later offered a two-week “grace period” for compliance.

VPNs, which are commonly used worldwide to bypass content restrictions and improve data security, have seen a surge in use in Pakistan following the ban on the social media platform X (formerly Twitter) earlier this year due to “national security” concerns.

To register a VPN, individuals must complete an online form and provide essential information, including their computerized national identity card (CNIC), company registration details, and taxpayer status.

Freelancers must also submit documentation, such as a letter or email confirming their association with a project or company.

Applicants must also specify the IP address needed for VPN connectivity. If a fixed IP address is required, it can be obtained from an Internet Service Provider (ISP).
