‘Rahguzar’: OGRA and FBR introduce mobile app to assist consumers in finding fuel stations

The Oil and Gas Regulatory Authority (OGRA), in collaboration with the Federal Board of Revenue (FBR) and the Oil Companies Advisory Council (OCAC), has launched the mobile application ‘Rahguzar’ to assist consumers in locating fuel stations.

The app uses Geographic Information System (GIS) technology, enabling users to identify authorized fuel stations and outlets across Pakistan.

The launch of ‘Rahguzar’ marks a significant step toward digitizing Pakistan’s oil supply chain. The unveiling ceremony took place at OGRA’s headquarters in Islamabad. The app offers a platform for consumers, district administrations, and law enforcement agencies to pinpoint illegal shops or “box stations.” It also allows users to report issues such as overpricing, substandard fuel quality, or unlicensed outlets, fostering greater transparency and accountability.

The initiative aims to empower consumers while ensuring a streamlined complaint registration system for relevant authorities. Chairman OGRA revealed that this project began following discussions between OGRA and FBR in August 2024.

Chairman OGRA also announced that ‘Rahguzar’ is the initial phase of a comprehensive track-and-trace system designed to combat illegal activities, improve transparency, and uphold the integrity of the oil industry. He emphasized that this initiative will serve as a game-changer in addressing challenges related to illegal petrol stations and corruption.

OGRA Refutes Fuel Price Deregulation Reports
Last year, OGRA dismissed claims about deregulating petroleum prices. The authority clarified in a statement that reports of deregulation were inaccurate, citing potential negative impacts on the oil sector and consumers. A draft concerning certain aspects of price deregulation was submitted to the Prime Minister’s Office, but OGRA has not approved any deregulation measures.
