PTA set to grant licenses for fixed satellite services.

The Pakistan Telecommunication Authority (PTA) has announced its plan to grant licenses for Fixed Satellite Services (FSS) to strengthen the country’s satellite communication infrastructure.

A draft policy has been published outlining the terms and conditions of the new licensing framework, which is open for public consultation.

Under the draft, licenses will be valid for 15 years, with licensees required to begin operations within 18 months of issuance. The initial licensing fee has been set at $500,000.

The license will enable the establishment of fixed earth stations, gateway earth stations, and terminal earth stations. However, services must be provided solely through registered satellite operators.

While the license will allow access to public switched terrestrial networks and mobile satellite services, it will not cover radio and television broadcasting or satellite services for ships, aircraft, and vehicles.

The draft also emphasizes compliance with the PTA Act, Rules, and the Pakistan Space Activities Rules 2024. License holders must ensure data protection and maintain a transparent billing system to protect consumer interests.

PTA has called for feedback from stakeholders, industry experts, and the public on the proposed policy. All comments must be submitted by February 14 as part of the public consultation process.
